6. Inviting related experts from the energy conservation regulatory department and fiscal department of the government to hold a symposium to collect opinions and suggestions on management methods completed.

The research project starts from specific small household appliances to research into and analyze the national standards for small household appliances, so as to find the elements that affect manufacturing technique and product quality. On the other hand, it researches into finished products and its key parts and components to find the quality control methods in the production process as well as the focuses of entire household appliance industry. The research is also extended to the rationality of product quality control and certification system as well as process and control points in the implementation of certification system, so as to offer feasible opinions and measures on how to reduce small household appliance certification risks in terms of product quality control and certification system, as well as process setting up and management. The research project integrates contents of multiple aspects such as product standards, product production process, product and industrial situations and the establishment and implementation of 3C system, offers suggestions and information to policy makers from multiple angles, and provides reference for how to enhance the internal certification risk control of certification institutions. The research project adopts the way of combining theories with practices, applies comparative research method and case survey to conduct the researches. The research project is divided into five modules, which connect with each other and form an entire system. These modules are product standard module, production and manufacturing module, industrial situation module, 3C certification system module and system implementation module.

Personnel without qualification for national environment and safety reviewer must received 40 hours of professional knowledge training on two national standards, i.e. the Environment Management System Specifications and Utilization Guideline (GB/T24001-1996) and the Specifications on Occupational Health & Safety Management System and HSE.
3. Qualification requirement: HSE reviewer qualifications can be obtained after attending the training and passing the audit, CQC will issue certificate for reviewers. Personnel with the certificate can attend the review of HSE system.
